Professional Learning Certification Programs
Professional Learning Certification Programs or PLCPs are offered by Florida public school districts, charter schools or charter management organizations to provide instruction for members of its instructional staff who are non-education baccalaureate or higher degree holders under Section 1012.56(8), F.S., resulting in qualification for an initial Florida Professional Educator’s Certificate.

The Department of Education reviews and approves each Professional Learning Certification Program (formally known as Professional Development Certification Programs). PLCP Program Approval Process
Review and approval of Professional Learning Certification Programs in Florida consists of two parallel systems - one for initial approval and one for continued approval - both of which are governed by State Statute and Rule. The focus of the initial review is "process-oriented," whereas the focus of the continued review is "outcome-oriented."
