American Rescue Plan (ARP)

The American Rescue Plan (ARP) was established on March 11, 2021, and provided Florida $7 billion in Elementary and Secondary School Emergency Relief Fund, (ARP ESSER) funding. $6.3 billion was allocated to local education agencies (LEAs) in alignment with legislatively reviewed plans, below and $704 million was reserved for state-level activities.

Florida’s ARP state plan was approved by the U.S. Department of Education on December 30, 2021. The plan advanced existing pandemic-related education initiatives, including:

• Addressing and mitigating learning loss through targeted interventions;
• Closing achievement gaps through high-quality afterschool and summer programming; and
• Building student resiliency by enhancing student services and wraparound supports.

Local Education Agency (LEA) ARP Awards

Local Education Agencies developed plans for the intended use of their allocation of ARP funds, which were submitted to the Florida Department of Education. FDOE reviewed each plan and submitted budget amendments to the Florida Legislature for budget authority. Once budget authority was granted by the Legislature, each LEA receive its award from FDOE.
